Title I Parent Involvement Policy

The Granville County Board of Education believes that the education of children is a cooperative effort between parents and schools. When parents and schools work together, student academic achievement and school performance will increase and positive attitudes will be enhanced. The key factor in the home-school partnership is the relationship between the school and the parent. Parents are an essential resource in the learning process of their children. Organizational support from the board of education, district administrators, principals and teachers will be utilized to strengthen the schools' and parents' capacity for strong parental involvement.
Title I parents will be provided multiple opportunities for sharing in the experiences of their children. This will be achieved through participation in school activities, programs, and procedures by observing in the classroom, volunteering as a mentor, participation in parent workshops and/or serving on teams that design the school-level parent policy, plans and programs. There will be opportunities for parents to share in the decisions made regarding their child. Parents also will be asked to enter into a contract with the teacher, principal and child that defines the goals and expectations of each party in the quest for higher student achievement.
Title I schools will seek multiple ways to reach out to parents and to make sure that the communication about school policies and programs is frequent, clear and two-way. This may be accomplished through home visits, newsletters, meetings, workshops, newspaper articles or announcements and written letters. To the extent practicable, there will be a conscientious effort to provide all written communication, including the annual school report, in a language that is spoken at home.
Title I schools will continue to strengthen the partnership with agencies, businesses and programs that operate in the community. There will be a concerted effort to collaborate with the Head Start Program so that it may be a vested partner in preparing youngsters to enter kindergarten with the necessary readiness skills.
Each year, Title I parents will be invited to an annual meeting at which time programs and activities provided with Title I funds will be discussed and input solicited. In addition, all parents will have an opportunity to evaluate the effectiveness of the Title I programs and the parental involvement policies and plans. Data collected from these findings will be used to design strategies for more effective parental involvement. The superintendent will ensure that this district level parent involvement policy is developed with, agreed upon with and distributed to parents of participating students.
In addition to the district level parent involvement policy, each school participating in the Title I program will jointly develop and distribute to parents a school level written parental involvement policy that describes the means for carrying out school-level policy, sharing responsibility for student academic achievement, building the capacity of school staff and parents for involvement, and increasing accessibility for participation of all Title I parents including those with limited English proficiency, parents with disabilities, and parents of migratory children. School level plans will involve parents in the planning and improvement of Title I activities and will provide for the distribution to parents of information on expected student proficiency levels and the school's academic performance.
